We just cancelled an email address that was added to our mailplus account. and attempted to use that same email address with a newly created account. But it says not available. Is there a waiting period to claim a newly discarded email address?

Yeah, you have to wait 90 days until a Yahoo! ID becomes available again once it has been canceled/deleted. Although sometimes it might take a little longer.
