Can I get my email in Germany the same way I get email here in the USA? Can I just log on to the internet the same way I do in the USA and get my email if I'm in Germany? Or is it a different format, %26amp; if I can get email in Germany how do I change the language to English when I'm in Germany?

You can get your email in Germany, you'll just have to set up internet service there just like you do here. They'll give you a login name and password etc for you to gain access to the internet. Then you'll be able to surf and do everything else just like you do here. So you can just log onto your yahoo etc. the same way as you do now. The language of the sites you go to doesn't change.
One thing to be careful of though - if your service uses your phone line then you will be charged by the minute usage from Telecom (the phone company). If you are on the phone a lot or surfing the internet a lot you could rack up some hefty phone bills. (even if your phone gets knocked off the hook you still are charged)
The area might offer DSL - I lived in Baumholder and all they had was dial up at the time. Also, most Germans around military bases know english - some choose not to speak it though - so you should be able to communicate relatively easily.
Reply:If you use a web-based mail (like gmail, hotmail, yahoo), yes, you get it the exact same way on any Internet Cafe.
If you have it from your Internet provider, ask them if they have a web interface and then you can check that also from anywhere using your username and password.
If you have a laptop, you can hook it up to an Internet connection and get it the same way as you do currently. Avoid using a modem to dial US numbers, it will be very expensive!
